Government action is the key for kicking low-carbon finance into higher gear and scaling up green technologies, according to a report from the Energy Transitions Commission (ETC). Clear and complete policy signals would get private investment moving faster, and governments themselves can also play direct roles as coordinators, buyers and investors — particularly with many low-carbon industries on the cusp of scaling up in bigger ways.
