Despite a bitter divorce with the West amid the war in Ukraine, Russia appears ready for a “peaceful” exit by Shell from the Sakhalin-2 upstream and LNG project. It seems likely that Moscow’s logic is being driven by a pragmatic desire to avoid international legal complications. It is also seen as a signal that Russia doesn’t want to shut the door on the West completely.
