Russia’s annexation of occupied Ukrainian territory and partial mobilization represented a significant escalation of the conflict. The likelihood of further escalation, including “hybrid” warfare, has risen. But recent analysis by Energy Intelligence’s Research & Advisory unit sees an extended or frozen conflict as the most likely scenario in both the near and longer term.
