Russian President Vladimir Putin signed on Nov. 4 an order allowing transactions with the shares of the Vostok Oil Artic venture led by state-controlled Rosneft. The move is seen as an indication that shares in Vostok Oil are to change hands. Following Putin's August decree banning strategic assets sales by foreigners in Russia, any such deals require permission from the Kremlin.
