International Atomic Energy Agency (IAEA) Director General Rafael Grossi was headed to Kyiv and Moscow this week to discuss the escalating situation at the Zaporizhzhia nuclear power plant, which has been occupied by Russian troops since March and which is in territory that Russia says it has now annexed.
