Sen. Joe Manchin (D-West Virginia) and Senate Majority Leader Chuck Schumer (D-New York) announced Tuesday that they would pull Manchin's permitting reform bill from the must-pass funding legislation necessary to avoid a government shutdown, minutes before a test vote on the package.
