Energy efficiency — arguably a long-neglected aspect of the low carbon transition — has been propelled to the top of the European policy agenda by high prices and the war in Ukraine. Indeed, it is a key pillar of the EU’s recent policy thrust, reflecting the uncomfortable reality that Russian gas supplies cannot simply be replaced in the near term just by diversifying gas supplies and accelerating the expansion of renewable energy.
