Energy Finance Is Slow to Shift

Finance is set to be a key focus of the international climate negotiations kicking off next week in Scotland. But it’s not yet clear that developed economies are effectively shunting investment away from oil and gas and into renewables. Governments are increasingly proposing restrictions on public funding for fossil fuel projects at a time when private financing is also restricted, but funding for zero-carbon sources has yet to fill the gap on energy investment.

The days of unchallenged US security dominance in the Gulf are probably numbered, with several players, most notably China, set to increase their influence.
