Beijing is ratcheting up pressure on local governments to improve energy efficiency and cut energy consumption, amid revelations that nearly a third of Chinese provinces failed to deliver on their state-imposed energy targets during the first half of 2021. Many are “blindly” pursuing economic growth through new projects that are highly energy-intensive, thus posing “severe” threats to China’s emissions peaking and carbon neutrality efforts, said the National Development and Reform Commission (NDRC) in a circular late last week.

As European consumers face a winter of presumably high energy prices, Brussels is discussing ways to cushion the blow.
