TotalEnergies’ $27 billion deal with Iraq provides a blueprint for how international oil companies (IOCs) can work with oil-producing nations in the Middle East to deliver the Big Energy projects they will need as the energy transition progresses. Foreign oil companies that think they no longer have a role to play in Mideast nations that have proved difficult places to do business — particularly Iraq itself — may need to go back to the drawing board to see whether they can adjust their strategies for the region.
